Ulf Hjelmar is a specialist in evaluation methods and quality development in the public sector. He has a special focus on cross-sectoral cooperation, innovative solutions and development of democracy at the local level.
Areas of knowledge
Ulf has carried out a vast range of research-based analyses and evaluations in municipalities and regions, including evaluations of efforts in the areas of the elderly, children and young people and the health area. A central component of his work is a focus on public-private cooperation and solutions reaching across organizational boundaries. Moreover, Ulf is an expert on the prerequisites and functioning of local democracy.

Ulf uses methods that are able to shed light on how cross-sectoral cooperation and public endeavours can be utilised effectively. Especially central are evaluation methods that elucidate results and effects of an endeavour, at the same time as generating knowledge in the area in question.
On this basis, his evaluations contribute to the development of the framework, management conditions, sanction options and general goals that have proven to be important for the public sector.
Furthermore, Ulf has carried out a number of research-based questionnaire surveys on local democracy and unnecessary bureaucracy.
Background
Ulf is a trained sociologist and holds a PhD in public administration. He has worked as a researcher at Roskilde University and later the former AKF, now KORA. Moreover, he has worked as a consultant at management level for over 10 years. He has extensive experience of performing solution-oriented work in municipalities and regions.
